From October 2026, when a customer uses a PPI wallet to pay a merchant (P2M — Person to Merchant), an interchange fee of up to 1.1% applies on transactions above ₹2,000. This fee is paid by the merchant's acquiring bank to the wallet issuer — not by you directly.

How Does This Affect You? — User vs Merchant vs Startup
🧑💼 For Regular Users (Students, Salaried, Households)
If you use Google Pay, PhonePe, or any UPI app linked to your bank account — nothing changes. Your everyday payments for groceries, petrol, recharge, food delivery remain free regardless of amount.
If you use wallet balances (Paytm Wallet, Amazon Pay balance), transactions above ₹2,000 to merchants may incur a small fee — but most platforms absorb this or show it as a minor checkout charge. Read your payment app's update notifications carefully in October.

Merchants accepting UPI QR codes from bank-linked apps won't see much change for low-value transactions. For higher-value PPI wallet payments, the merchant's bank may pass on some of the interchange — meaning merchants could see a small deduction in settlements.

The short answer: No, for most users. India's government has been clear that bank-linked UPI must remain free. The interchange only applies to PPI (wallet) transactions, which represent a minority of total UPI volume. As of mid-2026, bank-linked transactions account for over 85% of UPI payments. The remaining 15% (PPI) is where the new fee applies — and even there, only for transactions above ₹2,000.
