A Legal Heir Certificate is issued by the Tahsildar through MeeSeva and identifies who the legal heirs are. A Succession Certificate is issued by a court and is required for larger property disputes or when the legal heirs are contested. For most routine claims, Legal Heir Certificate is enough.
